Propaganda was a website which offered free tiled desktop wallpaper under the GNU GPL. Although it doesn't seem to make quite as much sense now as it did then, you were supposed to use these wallpapers in Linux and thus somehow fight Windows. It was run by a net.kook named Bowie Poag.
In any case the wallpapers were rather good. They give your desktop a soothing feel and you can download a bunch and rotate them randomly without disturbing the visual impression of the desktop. You can download them here:

Bowie Poag is also notable for coming up with the idea for Mac OS X's Time Machine.
